In March 2003, Antigua and Barbuda requested from the World Trade Organization consultations regarding measures applied by the United States that affected cross-border supply of gambling and betting services. The islands argued that these measures which prohibited Americans from placing bets in online casinos violated trade commitments the United States has made as a member of the WTO. As these consultations did not resolve the dispute, Antigua and Barbuda requested that the WTO establish a panel to examine the dispute. The panel released its report last week in which it concluded that the measures at issue prohibit the cross border supply of gambling and betting services in a manner inconsistent with GATS and the commitments of the United States as a WTO member.
