Utah Passes First State Net Filtering Bill

The state legislature in Utah has passed a bill allowing for the filtering of Internet material available on publicly accessible computers. The state filtering bill, commonly known as HB 341, is modeled after the US federal Children's Internet Protection Act (CIPA) and is aimed at protecting children using public computers from gaining access to pornography, obscenity, and other material considered to be harmful to minors. The bill will mainly affect public libraries whose state funding may be discontinued, if they fail to implement the blocking of "harmful material" from their publicly accessible computers. The bill does however permit the proposed filtering technology to be disabled by library staff upon request from an adult user in order to facilitate research and other lawful activities by the adult user. It is expected that the cost of implementing the proposed measures will be assumed by the states' public libraries as no funding has been allocated for such implementation.
