The Independent Committee for the Supervision of Standards of Telephone Information Services (ICSTIS), a UK premium rate watchdog, issued fines totaling £450,000 to six foreign companies, Vertical Media Ltd, Fast Way Holdings Ltd, Litmus Ltd, Indiano Communications, Greenbay Ltd and Quartel Ltd. The companies were fined for sending text spam, making unsolicited phone calls, and using automated calling equipment to leave "missed calls" with which they attempted to deceive people into calling premium-rate numbers. The ICSTIS barred the six companies from operating in the UK and called in the Department of Trade and Industry, communications regulator Ofcom, and the police to investigate the matter.
