OECD Issues Report on the Digital Music Industry

The Organisation for Economic Co-operation and Development (OECD) recently released its Report on Digital Music: Opportunities and Challenges. The report examines in depth the international digital music industry for the purpose of highlighting current challenges and policy considerations, including issues pertaining to balancing the rights and needs of the music recording industry and digital media users. One of the challenges raised in the report is the need to continue to improve broadband accessibility as well as to develop standards of legal and technological digital rights protection. The report stresses the need to provide for the protection and strengthening of the rights of composers, artists, and producers. The report also mentions the need for continued development of e-commerce conventions and digital rights management technologies. Also of note is the inclusion of an annex summarizing legal cases involving file-sharing and speculating on the effect of such actions.
