In July, 2007, the Canadian Radio-television and Telecommunications Commission set out rules for the creation and operation of a National Do-Not-Call List (National DNCL) in response to the public complaints of unsolicited calls from telemarketers. In December, 2007, Bell Canada (“Bell”) was awarded a five-year contract, through a public tender, to manage the National DNCL. Bell will be responsible for registering numbers, providing telemarketers with up-to-date versions of the list, and receiving consumer complaints about the telemarketing calls.
Canadians who prefer not to receive unsolicited calls will be able to add their telephone numbers to the database, at no charge. Telemarketers will be prohibited from calling consumers who are on the list. However, there are certain exemptions to the prohibition, including calls made by registered charities, political parties, opinion polling firms, and for businesses calling established customers.
Bell will operate the National DNCL and will be paid from the fees that telemarketers will pay to subscribe to the list. The list is expected to be launched by September 30, 2008.
