The Dutch Supreme Court has upheld a ban by a lower court that prohibited the Hilton owned Ladbrokes from offering web-based gambling services in the Netherlands. In order to curb gambling, the Netherlands has implemented a stringent licensing system whereby only organizations with special permits can offer gambling services. Ladbrokes does not have a permit and offers its services through the Internet and via call centres operated outside the Netherlands. The Dutch court said Ladbrokes must now deny access to consumers with a Dutch Internet Protocol (IP) address, by blocking their IP addresses.
