On Tuesday, October 7th, 2003, a Federal Judge ordered Minnesota's Public Utilities Commission to stop regulating Vonage, which is a voice-over-Internet Protocol (VoIP) provider. In Minnesota, the Public Utilities Commission regulates telephone companies. It had assumed regulation of VoIP providers and ordered Vonage to obtain telephone company business licenses and to pay fees to the Minnesota Department of Administration to support 911 services.
