Canadian Phone Companies Protest CRTC's VoIP Opinion

In response to Canadian Radio-television and Telecommunications Commission (the "CRTC") public notice CRTC 2004-2, which provided the CRTC's preliminary views on the regulation of voice communications services using Internet Protocol ("VoIP"), Bell Canada, Telus Corp. and other major incumbent phone carriers (the "Applicants") recently filed an application with the CRTC challenging the review process. The Applicants requested that the CRTC provide more time to provide comments and a longer public consultation process. The Applicants also expressed their dissatisfaction because they believe that the preliminary view of the CRTC, which states that VoIP should be subject to the existing regulatory framework for voice communications services, may have prejudiced the process.

On a related note in the U.S., Pennsylvania's public utility commissioners recently voted not to impose regulations on VoIP. The Pennsylvania regulators concluded that it was premature to make a decision regarding the regulation of VoIP technology at this time because the implications of the technology are not fully understood and the Federal Communications Commission is currently conducting a public consultation process on VoIP.
