Bush Signs Family Entertainment and Copyright Bill

President Bush has signed legislation which creates a copyright exemption for filtering technology that automatically skips or mutes sections of movies on commercial DVDs. The technology, made by Utah-based ClearPlay Inc., allows parents to filter out "unsuitable" content, such as violence and foul language. Movie studios had argued that the technology violates their copyright and the manufacturers should pay license fees. The bill also contains provisions that enhance copyright protection. While companies will not get sued for making and selling the filtering technology, they are not protected if they sell edited copies of the DVDs themselves. The bill also creates new penalties for using a video camera to record a first-run movie in the theatre and for distributing a movie or song prior to its commercial release.
